Oscar Miclat Balilo, 'Oca' to family and close friends, was born in Mabalacat City, Pampanga, Philippines on November 1, 1951 to Camilo Balilo and Esperanza Miclat.
Oscar graduated high school from Holy Angel Academy in Angeles City in 1967 and received his bachelor's and medical degrees from the University of Santo Tomas in Manila. He went on to complete a medical residency in anesthesiology followed by a surgical residency at Jose B. Lingad Hospital in San Fernando. He practiced surgery at various hospitals in Pampanga and opened a private practice with his brother Benjamin. In 1981, he married his longtime fiancée, Delia Tiglao, and they welcomed their first child, Dale, in 1982, followed by Sheena in 1984 and Zsa in 1986.
Oscar was a practicing surgeon until he migrated to the United States in 1988. He settled in Queens, New York and worked as a respiratory therapist at Mary Immaculate Hospital while he completed his foreign medical graduate exams and awaited residency placement. He passed all his exams by 1992 but wasn't matched until 1996 -- a psychiatric residency at the Metropolitan Hospital Center in Manhattan. After completing his third residency, Oscar relocated to Orange County, California and became a practicing psychiatrist until he retired in 2020.
Oscar passed away at Kaiser Permanente Medical Center in Los Angeles on August 25, 2025. Oscar is survived by his three children, Dale, Sheena and Zsa, his four grandchildren, Aiden, Lia, Nathan and Ivy and his siblings Res, Dadu, Tony, Bines and Beth.
Oscar dedicated his life to providing for his family. He loved to play tennis and golf and, more recently, pickleball. He also loved to sing.
Oscar was a selfless, generous and dedicated husband, Dad and Lolo. He will be dearly missed.
